After living in the West for four years there were two things I could count on above all else. First, the issue of water in the West. It is a given that everyone, and I mean everyone, has a strong opinion on water, or more aptly, the lack thereof, and what to do about it. Second, the consistently high quality of a publication known as the High Country News which is published in Paonia, Colorado.
